Open Positions for the 2024 Election

 


 

Position Details

  • All Councilor terms are four years in length; the Mayor's term is 2 years in length.  Terms begin on January 1, 2025 and end on December 31 of the applicable year.
  • Positions are elected “at large,” not by district.
  • All positions are nonpartisan.
  • Prospective candidates must choose which specific position to run for.
  • No filing fees are required to run for elected office in the City of Sandy.  Instead, candidates must gather petition signatures to be nominated.
  • City Council members are volunteers (office holders are not paid a salary).

 


 

Eligibility Requirements

  • Candidates must have resided within Sandy's city limits during the 12 months immediately preceding the election (pursuant to the Sandy City Charter).
  • Candidates must be at least 18 years of age and registered to vote (pursuant to the Sandy City Charter).

Note: all elected Council Members are required by the State of Oregon to file an Annual Verified Statement of Economic Interest form (Oregon Revised Statutes 244.050) by April 15th of each year.

 


 

Key Dates for Candidates

  • Filing Period Begins: June 5, 2024 (first day for candidate briefings; first day to file initial paperwork & prospective petition with City Recorder)
  • First Day to Submit Completed Petition Signature Sheets to City Recorder for Verification: August 7, 2024
  • Deadline to File Completed Petition with City Recorder: No later than Monday August 19, 2024 by 5:00 p.m. (to allow time for signature verification by the County).
  • Deadline to File Statement for Voters Pamphlet (with County Elections Office): September 9, 2024.
  • Election Day: November 5, 2024.

 


 

How to File

Oregon's Secretary of State offers comprehensive instructions to help candidates navigate the elections process successfully. The 2024 Candidate Manual and Campaign Finance Manual will provide instructions to help you through the process. 

 

Step 1: File Prospective Petition

Candidates must make an appointment for a Candidate Briefing before filing a Prospective Petition; briefings can be scheduled no earlier than June 5, 2024.  The briefing will include important process details and information.  To schedule a Candidate Briefing, contact Jeff Aprati, City Recorder, by email at recorder@ci.sandy.or.us or by phone at 503-489-0938.

The following items must be approved at the Candidate Briefing:

  1. Form SEL 101 Candidate Filing - Major Party or Nonpartisan
  2. Form SEL 121 Candidate Signature Sheet - Nonpartisan.

PRIOR to gathering any signatures, you must receive approval from the City Recorder to circulate your petition.  Failure to do so will result in rejection of signature sheets.

 

Step 2: Circulate Petition / Collect Signatures

After a Prospective Petition is approved by the City Recorder at the Candidate Briefing, the candidate is officially approved to begin circulating the petition.

  1. Pursuant to the City of Sandy Charter, to be nominated a candidate must collect at least twenty (20) qualified signatures from actively registered voters who reside within Sandy city limits.
    • It is highly advisable to collect more than the required twenty (20) signatures to ensure enough valid signatures are collected.
    • No voter may sign more than one petition for each vacant office. If a voter does so, their signature shall be valid only on the first sufficient petition filed for the position.
    • Do not sign and date a petition sheet until the sheet has been completed.

 

Step 3: Complete Your Filing

  1. Ensure that the circulator certification at the bottom of each signature sheet is completed.
  2. Submit the signature sheets, along with Form SEL 338 Petition Submission, to the City Recorder for signature verification by the Clackamas County Elections Office during the 'signature submission period' (beginning August 7, 2024 and no later than 5:00 p.m. Monday August 19, 2024).  Candidates who submit signatures during the 'signature submission period' have the ability to gather additional signatures to replace any that are rejected by the County; however, the City cannot guarantee the County will be able to complete any additional signature verification before the final statutory deadline of August 27, 2024.  The City therefore recommends that candidates gather more than the 20 signature minimum and complete the signature gathering process as soon as possible.
  3. After the signature verification process is complete, an Acceptance of Nomination form must be signed by the candidate by August 27, 2024.

Once a signed and dated Acceptance of Nomination form is received by the City Recorder, the candidate’s name will be officially placed on the November 5, 2024 General Election ballot.

 

Step 4: Statement of Organization and Campaign Finance Requirements

Each candidate must establish a campaign account and file a Statement of Organization designating a candidate committee, unless the candidate meets all three of the following conditions:

  1. The candidate serves as the candidate’s own treasurer;
  2. The candidate does not have an existing candidate committee; and
  3. The candidate does not expect to receive or spend more than $750 during a calendar year (including personal funds).

Oregon law requires that campaign finance activities be filed electronically (with State Elections). Candidates may use ORESTAR free of charge to file forms.

Voters' Pamphlet

Candidate Statements for the County Voters’ Pamphlet(s) must be filed directly with the Clackamas County Elections Office.  Further instructions are available on the County's elections website.

Withdrawal of Candidacy or Nomination

To withdraw from candidacy or nomination, a candidate must file a Withdrawal of Candidacy or Nomination (SEL 150).  This form must be filed no later than August 30, 2024; otherwise the candidate’s name appear on the ballot.
