Utility Bill Customer Assistance Program
Sandy is making historic reinvestments in our infrastructure for drinking water and wastewater, to ensure that current residents and future generations can continue to enjoy the quality of life we appreciate in our town.
In order to fund these necessary improvements, utility rates have increased. Recognizing the impact that increases can have on lower income residents, the City established a Customer Assistance Program. Sandy's Utility Bill Customer Assistance Program reduces the wastewater and drinking water portion of utility bills by 50% for customers with a household income less than or equal to $36,482/year.
All customers responsible for the City utility bill at their home (whether you own or rent) with a household (1-4 members) income at or below this level are eligible to apply for the discount. Applications must be made annually for existing customers - new customers can apply anytime. Application forms are available by opening the application form at the bottom of this webpage. You can also pick up the form at Sandy City Hall, 39250 Pioneer Blvd. and the Sandy Community Center, 38348 Pioneer Blvd.
Required documentation submitted with the application includes your most recent federal income tax return (Form 1040 or 1040EZ) or other form of income documentation (W-2 statement, Social Security Statement, Unemployment Statement, etc.) to certify income amounts for all persons living at the residence. If you did not file a tax return, submit a “Verification of Non Filing” from the IRS by filing out a Form 4506-T this form can be downloaded from www.irs.gov.
If you have questions about the program, eligibility requirements or required documentation please email utilitybilling@ci.sandy.or.us or by calling 503-668-7449.
