The City of Sandy Transit Department, known as Sandy Area Metro (SAM) is requesting proposals from a qualified firm that can demonstrate competency and experience in providing public transportation services.
The objective of requesting proposals is for the City to contract with a firm that can offer public transportation operation services, including but not limited to managerial staff, dispatch, drivers, maintenance coordinators and bus washers/utility workers.
Funding for this project will come from USDOT Federal Transit Administration (FTA) grants, administered by the Oregon Department of Transportation, Oregon Statewide Improvement Funds (STIF), a local tax and fares. Proposals are being solicited from consultants who have experience related to public transportation services.
Submittals will be accepted by SAM until 1:00 PM PMT, February 19, 2025 at the Sandy Operations Center, 16610 Champion Way Sandy, Or 97055. Submittals may be mailed or hand delivered, 4 copies are required. Notice to all proposers is hereby provided, that in accordance with State of Oregon and Federal laws, SAM will ensure that Disadvantaged Business Enterprises (DBEs) are afforded full opportunity to submit offers and responses to this solicitation, and to participate in any contract consummated pursuant to this notice. SAM and MHX have partnered to provide a combined FARELESS Estacada and Village Shuttle route! This partnership will allow for 7 runs a day, 7 days a week, providing much needed additional service to Sandy, Estacada and the Mountain communities! The route will start on Sunday, October 13, 2024.
THE ROUTE NOW INCLUDES VISTA LOOP!!!! The route will stop at all SAM/MHX designated stops along the routes, including all Sandy stops on Hwy 26, Hwy 211 and Eagle creek Rd. To view the schedule click here.
Sandy's transit department offers several transportation options. These services are designed to accommodate varying levels of accessibility in an integrated transit system. Every effort is made to make the Gresham Clackamas and Estacada commuter routes (also called fixed route service) accessible and user friendly. We have low-floor vehicles and offer transit training excursions that combine adventure with learning to use the region's transit system. Sandy employs professional dispatch and driving staff who undergo sensitivity training. Sandy Transit works with other city departments such as Planning and Public Works to include curb cuts and braille strips at all intersections along our fixed route.
Our fixed routes are supported with a demand-response service for door-to-door trips as needed to get to local services. This service also acts as a feeder service to the fixed route. We also offer a free shuttle that provides transportation to local shopping. A higher need of assistance requiring door-to-door service for medical appointments outside of the service area is also available for qualified individuals.

The Sandy Transit Center is located on Hoffman Street between Proctor Boulevard and Pioneer Boulevard. SAM's fixed route commuter services operate from the transit center. See the schedule for details.
