November 22, 2023- Final Questions/Answers

Q2: Are the values of asbestos containing materials remaining in the building listed in the specs an exact number or an estimate?  Are they all located behind CMU walls and if the quantities are more than what is listed in the specs, will it be handled as a CO or is the contractor to account for any and all remaining asbestos in their proposal?

A2: The values of asbestos-containing materials (ACM) listed in the specifications are based on the findings reported after the initial abatement conducted during the 'soft demo' phase by the abatement contractor. These values represent the quantities that were exposed and identified at that specific stage of the project. It's important to note that these figures are not exact numbers but rather estimates derived from the information available at that time.

Given the nature of construction projects and the potential for unforeseen conditions, it is advisable for the contractor to assume and account for the likelihood that there may be minor abatement remaining beyond what is explicitly listed in the specifications.

If, during the course of the project, the contractor discovers quantities of asbestos exceeding those initially specified, it is their responsibility to address and manage the additional abatement requirements within their scope of work. The contractor is expected to incorporate the necessary adjustments into their proposal, ensuring that all asbestos-related work is completed in compliance with regulations and project specifications.

 

Q3: The anticipated final completion date is March 8th yet in the narrative description it states we have a Clearing date, Mass grading date, Utility date as well as a Final stabilization date. Is this because the Demo plans are overlapping with the Park Construction plans? If so Can we get clarification on what is attached to this actual bid.
A3: The anticipated final completion date for the demolition is March 8, 2023, and the Notice to Proceed is set to be issued on December 19, 2023. The clarity on specific dates, such as Clearing, Mass grading, Utility, and Final stabilization, in the narrative description is to provide a comprehensive overview of the overall project timeline for 1200C permitting. It's important to note that these dates are not associated with distinct phases of the demolition project.

 

For precise details on what is attached to this actual bid, please refer to the information provided in the Invitation to Bid (ITB) document. The timeline for the demolition is explicitly outlined on page 10 of the ITB, offering a clear and detailed schedule for the demolition work. The bid packet comprehensively articulates the scope and requirements for the demolition. 

 

Q4: Is the 10,136.78cy cut in our scope of work?

A4: See updated quantities on drawing ADDENDUM 3.  New quantities include: 6,575 CUYD CUT / 871 CUYD FILL / 5,704 CUYD “NET” CUT

 

Q5: Is the Storm work within our scope of work? If so can you attach a structure index as well as the proposed linear feet? 

A5: Yes, stormwater work falls under the contractor's scope. Please consult details C6.05, C6.09, and C6.11 for specific information.

 

Q6: Are the sidewalks and parking lot in our scope of work?  There are details for concrete and asphalt but no specs.  It is unclear.
A6: Sidewalks and parking lots are not within the scope of our demolition work. There are no ROW (Right of Way) improvements required.

 

Q7: There are several construction entrances required.  Are they all required for the future park scope or during demolition?
A7: The designated temporary construction entrances outlined in the drawings are presently operational, serving as both entry and exit points. These existing entrances/exits are in use for the ongoing construction activities and will continue to fulfill the requirements for both the future park development and the demolition project.

 

Q8: It would be great to have a clear definition on the site work aspect during the demolition phase of work and the future park development removed or noted on the drawings.

A8:  The demolition scope provides explicit details on what structures need removal and the timeframe for demolition. For comprehensive information about the demolition project, please consult the drawings and specifications attached to the Invitation to Bid (ITB). These drawings will address your inquiries and provide clarity on the site work aspects during the demolition phase.

 

Q9: Will Alt Avenue be closed at both driveways, with the fence line as demolition boundaries? Will no public be allowed in the demolition limits (pedestrians, school families/vehicles, etc)

A9: Alt. Avenue will be closed at both driveways. Access within the demolition boundaries is strictly prohibited for the public, which includes pedestrians, school families/vehicles, and Oregon Trail School District administration.

 

Q10: Will project completion date be extended if additional ACM is discovered?

A10: The project completion date will be assessed if significant additional asbestos-containing materials (ACM) are discovered. Factors including the amount, location, and abatement schedule will be considered in this evaluation. It is crucial to emphasize that timing and adhering to the defined schedule are of utmost importance, given the required demolition that must align with the park project schedule.

 

Q11: What are allowable work days/hours?

Q11: Sandy Municipal Code: Sec. 8.20.020 (B)(7) - Unnecessary Noise 

7. Any excavation or construction, including but not limited to: erection, repair, alteration or demolition of a building or structure other than between the hours of 7:00 a.m. and 6:00 p.m. Monday through Friday, or between the hours of 8:00 a.m. to 5:00 p.m. on weekends. However, site clearing, tree falling, earth moving, installation or construction of underground utilities, paving of streets and sidewalks, framing, and foundation pouring, roofing and structure framing shall be entirely prohibited on Sundays. Exceptions may be granted by the city manager in cases of urgent necessity in the interest of the public welfare and safety, by permit for a period not to exceed ten days. Such permit may be renewed for periods of five days while such emergency continues to exist. Exceptions may also be granted by the city council, by application before or during the progress of the work, upon a determination by the council that the public health, safety and welfare will not be impaired and that loss or inconvenience would result to any person unless such exception were granted.

The owner of property may do work on property actually occupied by him between the hours of 7:00 a.m. and 10:00 p.m. weekdays, and from 8:00 a.m. to 10:00 p.m. weekends, without obtaining a permit as herein required;

 

Q12: Can CMU and Concrete be used for backfill if crushed and screened? If so, does it need to be 3"-0 as stated in "structural fill" or can it be 6"-0 to meet 00330.15?

Q12: The contractor is permitted to onsite process/crush concrete and utilize it for backfill, contingent upon a Geotech sieve analysis of the crushed material. The recommendations for compaction must be adhered to, and subsequent compaction test reporting is essential to confirm proper installation. Approval from Geotech is required for the utilization of 6”-0 CMU/Concrete crushed fill as "structural fill."

Q1: "Can we use crushed concrete for backfill?"

A1: Yes, the contractor can process/crush concrete onsite and use it for backfill, subject to Geotech sieve analysis of crushed material and recommendations for compaction, and subsequent compaction test reporting to confirm installation.
