Wastewater System Facilities Plan
Our community has outgrown our decades-old wastewater system, and we have been mandated by the Oregon Department of Environmental Quality and the U.S. Environmental Protection Agency to improve our infrastructure. The City of Sandy adopted a Wastewater System Facilities Plan in 2019, but the plan is currently being amended to better address Sandy's challenges.
Read the Current Draft of Sandy's New Facility Plan Amendment
The Facility Plan Amendment identifies two viable alternatives for Sandy's wastewater discharge: pumping wastewater to a regional treatment facility in Gresham, or constructing a membrane bioreactor and constructing a new outfall on the Sandy River. The City Council directed staff to further purse the regional treatment alternative at their meeting on December 2, 2024.
A Facilities Plan is a document that:
- Reviews the existing condition of the wastewater collection and treatment systems
- Examines the impacts of existing and anticipated future Federal and State regulations
- Makes recommendations for improvements and new facilities required to accommodate population growth and comply with regulatory requirements
- Prepares cost estimates for necessary improvements and facilities
- Explores and ranks several alternatives to arrive at a solution that responds to regulatory, environmental and financial constraints.
