Urban Renewal Plan and Programs

The City of Sandy is proud of its downtown. The 3/4 mile stretch between Bluff Road and Ten Eyck Road is the heart of the city and offers shopping, dining and entertainment. Sandy's downtown is also home to a variety of City services including City Hall, Sandy Fire and the Sandy Police Department, Sandy Public Library and the Sandy Community & Senior Center. Because downtown Sandy is a valuable asset to our community, the City has undertaken several urban renewal projects to increase the prosperity of the community by enabling an economically viable and vibrant city.

Downtown Design Guidelines

On April 2nd of 2008, the City adopted new design standards for commercial buildings in the downtown as well as other parts of the city. Known as the "Sandy Style," the design guidelines are the result of extensive public involvement. Although the design guidelines were not funded by urban renewal money, the guidelines promote more attractive and appealing architecture in Sandy. Downtown Utility Undergrounding and Streetscape Project

Through funding from the Urban Renewal District, the City has begun the transformation to a new and improved downtown with the removal of overhead utility lines along Pioneer and Proctor Blvd. Many of the existing utility poles and lines will be relocated underground to enhance the look and feel of Downtown Sandy. Improvements also include new street lights, benches, planters and sidewalks that will encourage you to leave your car behind. For more information regarding benches, click here.

Centennial Plaza

Most great cities have a central public gathering area, and Sandy is no exception. The City leveraged urban renewal funding to construct a public plaza across the street from City Hall and right next door to the Historical Society Museum on Hoffman Ave. The amphitheater-style plaza features a large open area, seating, farmer's market vendor pads, landscaping, public restrooms and a water feature.  Centennial Plaza is home to the City of Sandy Annual Christmas Tree Lighting Ceremony every winter, and the Sandy Area Chamber of Commerce's Music Fair and Feast (an open air weekend music festival) every summer.

Urban Renewal Plan

On December 21, 1998, the City of Sandy adopted the Sandy Urban Renewal Plan. The plan serves to guide development in the downtown area, as well as implement the goals and objectives of Sandy's Comprehensive Plan. Sandy Urban Renewal Agency - Annual Report

Pursuant to ORS 457.460, a detailed accounting of the financial activity related to urban renewal areas is required on an annual basis.  The following financial information responds to the requirements of this statue; money received, money expended, estimated revenues, proposed budget for the current fiscal year,  and impact on taxing districts.
